I don't know, but that is a fascinating find! They're like macabre lollipops.

It would seem that this is a regular feeding/perching spot (assuming you found them all in the same place) so the bird will probably return if you were able to keep watch.

Ok, I saw a collection of crab claws and mush on a rock, near my campsite at Arisaig. Probably a regular feeding spot for gulls.

I don't think it was a bird of prey as they don't swallow birds whole (not sure about owls) & unlikley to eat the legs anyway.
A large sea bird such as a great black backed back gull or most probably a skua as mentioned on the forum would be my guess too.

Another vote for a Great Black Backed Gull - they often raid nests and burrows.

I've seen the throats of gulls open, they could swallow our Gill for instance!

Birds of prey as said, will pick on the flesh.

Owls will pick but mainly swallow vole/mice size mammals.
