Looking for a specific pair of boots which I believe are surplus.

They were I think Italian and had a large horizontal strap with buckles covering the upper half of the boot.

Anyone know where I can get some?

I think they're sometimes called ranger boots if that helps your search, got mine from ebay, french foreign legion apparently

These are French army/legion boots from the Indochina/Algerian campaigns. You will have better luck finding them on ebay.fr . Search: Rangers Armee Francaise or Rangers Algerie or Rangers Indochine.
I have been wearing these boots for about 6 years and I can tell you that they are the best and most comfortable boots I have ever owned, once they have broken you in that is.
