AKAIK it's a common device called a 'French clip'. As to where to get one, a cobbler's may be worth a try, also I believe they are used on some 'tennis racket' style landing nets used by wading game anglers, so a fishing supplier might help.

Guys,

I've used one in the past and have found them prone to failure, resulting in the loss of whatever is hanging on it. Maybe I was unlucky, but it wasn't a particularly cheap one, so beware.
