addyb, I don't think the shaving issue has anything to do with the shape of the bevel. You should easily be able to shave with a convex bevel if you've finished it properly. I can shave with big fat thick chopping blades, no problemo. Most of my axes are shaving sharp. Take a good look at your edge and make sure you've sharpened it all the way out to the very edge. Then spend some time with a strop to get rid of the burr. You should easily be able to get a shaving edge on an SAK, whether it's convexed or has a secondary bevel. I'd try stropping it first to see if that's all it needs.
