We call that guddling. Basically you reach over the bank and work along until you can just feel the eddy the fish causes as it moves it's tail and fins to keep in place, then you make a kind of come here with your fingers under it's belly. The fish thinks it's dropping and brushing the bottom of the burn, and rises a bit. Do it again, and it rises again, do it again and it's usually near enough the surface that you can see it clear. A quick lift and throw and the fish is on the bank before it knows it.
Fish kind of drowse in the water at times, that's when you really want to sneak up on them for this.
You can do it in a shallowish pool too, but you have to watch your shadow then.
I think it might be illegal though
Haven't done it in years. It was my Father's preferred fishing technique. He reckoned that hooks were evil things to do to any beast. This way, if it doesn't work, then the fish is unharmed and just gets on with it's life.
Not a fan of angling.
