This is simply called Bundeswehr Schlafsack or BW Schlafsack,

German Army sleeping bag.

It was standard equipment.

The waterproof rubberised outer shell was at first sewn on, later seperate.

The idea was to combine sleeping bag and warm Parka. You could fold the feet bag up, store it in your back and use it as a coat.

The old stuff was made by a lot of manufacturers. I own Bundeswehr Shirts from a dozen of manufacturers, even a swiss one.

Yes, in that town was a clothing factory which made it.

It seems that they closed the gates 1991.

Possibly where other manufacturers too.
I don't know that.
