My 10 Firewood Rules and Observations:

1. Always carry the proper tools for gathering and preparing firewood
2. Always strive to avoid using your firewood tools
3. It is easier to burn a pole in half than it is to saw or chop a pole in half
4. It is in most cases easier to saw firewood than it is to chop firewood
5. The dry wood closest to the fire is the best firewood
6. Never saw, chop, or split a piece of wood that will burn as nature has provided it
7. Never split kindling if there are small twigs and limbs nearby to serve as kindling
8. Large fires consume more firewood than small fires
9. The best campsites are on higher ground near a good supply of firewood
10. When the local firewood supply is exhausted; move camp

to No.1 - what do you consider the proper tools to be
to No.9 - and where water is available too

"Proper tools" are what works for the individual using them, and every individual is different
Water consumed per day weighs generally less than firewood burnt per day, and a gallon of water (8 lbs.-ish) will do for most 24 hour periods; some of that lot may be carried to camp in my belly, so I put nearness to firewood ahead of nearness to water. Of course, if I can have both water and firewood nearby, I'll take it.

Nice rules - to be honest I only do 2 and 6 for enjoyment and to test my kit and hone my skills

A nice little twig fire would usually do the job
