I think the law you are looking for is 'The Salmon & Freshwater Fisheries Act 1975' (sorry I don't have a link) which outlines illegal fishing methods and the regulations on net sizes from what I can remember.

Nets are not covered by a rod license, you need a special net license, but..... they only seem to be given to fishery keepers and environmental scientists studying fish (and other such people)

Oh, and by the way, the law above covers England and Wales.... different laws apply in Scotland but gillnets are still at big 'NO' as far as I'm aware.

I dont know the law but Gill nets are illegal because they are so effective. They will not target one fish or size of fish they will clean a whole stretch of river of everything.
Ideal when your bottom is on the line but not good otherwise.
