I got an ex Army one off ebay for just over 3 quid, mint condition, so going on cost and quality I think its quite good.
3 quid seems a great deal sure enough. You sure can use them as a shelter. just make sure you tie the hood up good and tight to stop water leaking through, otherwise set it up just like a basha/tarp. Some find that it is a little on the short side though, without much overhang. Depends on how tall you are I suppose.
