Sorry, I am just awed by how little I know about everything..
Got thos in a bundle of stuff with a pair of horse brasses on leather joined by a chain.
My first thought was that ghis was a horse collar but the ones I have seen all seem to be in two parts.
Is it a horse collar ? Does it go with the brasses (which I am looking forward to cleaning up )

I don’t think so. The whole point of a horse collar is that it be padded. This might be the bit that goes OVER the collar though? the “Haines?” Those were also two pieced as you stated.

OK a bit more research suggests this is an older style of yoke, curved side on base of neck and a bar through the two brackets on top of the neck !

is that top metal strap the same all the way around?

A google search for horse yoke brings up a lot of images that are very similar..
