Sounds great news and a good resource, although i hate to say it, but it will not make a difference to the ongoing small scale (and large scale) chipping away at these very special habitats. It might make it harder to do it but like all environmental protection if its in the 'public interest' they will normally go ahead. Mitigation is good but it isnt the real thing - 'you cant plant a wood' etc.
