If hiking I wouldnt put thermal leggings on but would have a marino base layer on my upper probably anywhere under 15-18C. When static and camping I would put them on just on a as needed basis, no real defined temperatures that would prompt it only the feel of chilling down.

I cant speak for current times, I left the army in 2004 but back then as long as the kit was olive green or dpm they didnt have a problem with you using it. It was so common for soldiers to "upgrade" their kit with stuff they purchased themselves.
