Can't start a thread in Member Classifieds

I believe that I'm a full member and pay my subs. I can start threads in other forum classes but not in Member Classifieds: there's no Post New Thread button on the thread listing. The Posting Permissions say "You may not post new threads". Am I not member enough? (Note that I don't recall receiving a subscription expired email from BCUK, and I can't see from my profile when it's due.)
