There are a number of spurges, both native and introduced, that look very similar. You can narrow it down a bit by describing the habitat (coastal, woodland, rough grass etc.). Also a closeup of the flower would help.

It’s inland (Oxfordshire) one example is on a grass verge which is undisturbed next to a paddock. And another is in a mature front garden bursting though their front railings.
