If your in the CCF the best thing you can do is ask one of your instructors what type of sleeping bag they use and go from there.
Looks like a good jacket, what sort of size are the pockets? Big enough for a mess tin or smaller 'hexi stove' size? (not that I'd put a mess tin...
I'm not sure about the 18 month time scale, we put our sizes in for the new brown issue boots in December, just after our MTP issue, for issue...

+1 for the British surplus wicking t-shirts, i use the green & brown versions with no probs
The seams along the shoulders are also lower / offset...
As a lot of folks have said, PLCE bergan is not a bad bit of kit but like all packs it has it's pro's & con's - all of which have been covered...
The only bit of arctic kit I've got is a British DPM cold weather hat - which is very warm But a bit itchy I find!
