I flatten my oil stones with a granite surface plate and wet and dry paper. If you don't have access to a surface plate, you could use a thick sheet of glass. Scoops

I bought one of these, connects to hose pipe, squirts water when some passes. It worked brilliantly protecting my raised beds. Once the cats were 'educated' I didn't even have to connect it up!! Scoops

I would do this as a 'wet on wet' repair.... Roughen the repair area and wipe clean with some acetone. Mix some epoxy thickened with colloidal silica (mix a small batch of epoxy as directed say 50ml, easy maths with the 5:1 ratio for West Epoxy) then add approx the same volume again of silica...

Did you use the "Fastglas" resin pictured? If you did that's a polyester resin rather than an epoxy resin. I mention this only because you also refer to a 'high hardener to resin mix'. Changing the quantity a little is OK with polyester resins but will result in a weaker cure if done with epoxy...
