Acetone, petrol, diesel oil, alcohol. Turpentine is originally made from pine resin, so that will remove it for sure. WD40 is supposed to be efficient too.

Gun oil should be fine too.

The spots, is it rust? Fosforic acid is excellent for that.

I've found that using Tormek honing paste is really good at getting all sorts of blemishes out of baldes - it's slightly abrasive so brings steel up very clean

In that case, use your nail polish remover. Acetone.

Petrol should work as well as diesel Oil, btw. Take a rag and wet it next time you go and fill up the vehicle! Then clean the blade straight away.
